I was trying to combine multiple PNGs into a PDF in Photoshop using the automate feature and exporting as a PDF presentation... However, when I see the final result, some of the pages are "different"; they are significantly smaller than the rest of the pages and are blurry or very pixelated when enlarged. The original PNG files are identical in size and resolution/quality but when exporting them, they don't turn out the same. The PNGs are scanned from the printer and I have tried to scan the "bad" pages multiple times but that doesn't seem to be the issue as the scans are fine but as soon as I export them (I have tried to export the "bad" pages as individual PDFs and they still possess the same image quality issue--the size is also tiny like 97KB when it should be at least a couple of MB), they become fuzzy and pixelated. I have used the same export settings on each PNG so I really don't know why Photoshop and even Acrobat have this issue. Is it because the PDF is over 12-13 pages perhaps? I have tried in the past with other PNGs to PDF and they have worked fine (although they were mostly around that 10 page mark). Please help as I cannot find a solution elsewhere.
Attached are pictures of the problem I am experiencing... Most of the pages are fine and great quality and then there is a "random" small and very tiny page between the good ones (I have tried multiple times to export it and only certain pages are affected each time, the same pages). When you try to enlarge the "tiny" page (using Google Drive to view the PDF here), it becomes extremely pixelated and unusable.

What preset are you using when saving as a PDF? If you have access to InDesign - that is a much more efficient way to export a multipage doc.
