The problem is.. in recents, there is no way to "refresh" what doesn't exist. Is there anyway to clear out the recents section to know what got deleted?

Could you please share the version of Photoshop (Help > About Photoshop) and the version of Windows on your computer? Do you want to clear out the entire recent section or the files which are not saved or deleted?

To clear all images on your Photoshop Home Screen, go to Files > Open Recent, and choose Clear Recent File List.
If you set it to 0, Photoshop won't list any recent files. If the goal is just to clear the existing list and start over, set it to zero, restart and set it back to whatever number you like.
The recent section displays the list of documents you have recently worked on. It doesn't change according to saved or deleted files.
