The vertical bar at the very top (File, edition etc...) has disappeared. How to make it appear?

What version of photoshop and operating system are you using?
If you move the mouse pointer towards the top of the screen does the Menu Bar appear?
Go to Apple>System Settings>Control Center>Menu Bar Only and see what your setting is for

The "bar" that starts with Apple, File, Edit, etc. is the Menu bar. On macOS, the menu bar is shared by all apps, and you only see it for the app that is currently active. Look at the very top of your screen. Do you see a menu bar that starts with an apple, but the rest of it is not Photoshop? If so, click within the Photoshop application to activate it and the menu bar for Photoshop will reappear.
Note: it is possible to be looking at Photoshop, yet have Finder or another application active.
If this doesn't work, show a screenshot.
