Sorry to hear about the trouble that you experienced to close Photoshop. We're here to help.
Can you please go to Photoshop > Help> SystemInfo and copy-paste the first 20lines here. Did you try any troubleshooting so far? Since when are you seeing this issue? How much disk storage do you have?
If you first end Photoshop via Task Manager, then open Photoshop normally from your Creative Cloud app, then exit via the menu File > Exit, does the .exe process remain open?
Are your Photoshop and Windows versions, Creative Cloud app, and drivers all updated on your system? Once you get Photoshop open, do you have any trouble working with the program, or is everything else normal?
Try uninstalling the Abode Creative Cloud app and follow the steps mentioned here:
