PS 2023 can't open properties and layers panels simultaneously when docked; color panel resizes

Screenshot 1 - the colour panel has been resized and the layers panel and adjustments panel are open and sized the way I want.  

Screenshot 2 - as soon as I select the properties panel (or add an adjustment layer) the colour panel resizes and the layers panel closes.  How do I fix this so the colour panel stays the way I want it and the layers panel stays open?

HI @Erich5E55 The panels are dynamic and resize when you switch to another active panel.

You can drag the tabs to rearrange the order so that Color is in a second columm, but honestly this looks like a very small workspace due to screen resolution.
