PS and Wacom Pen Pressure: Wanting Full Pressure...

So I have had PS and Wacom tablet a long time.  But still cannot figure out how to get varying pen pressure that goes to full pressure (complete opacity).  No matter how hard I press, it will not go to full opacity.  Is this to be done with the Brush Settings in Wacom or in PS?  Should it be done with the "Transfer" settings in PS???   This also applies to the Clone Tool.....

@greggh77546064 check your Wacom settings in the Apple System Settings. There is a pressue adjustment slider that you can then test the pressure sensitivity. If its too low you will never get 100% pressure.
