PS Not active til I click

Is there a reason that I now have to click in the PS window before it will start working? In the past once Photoshop was open you could use shortcuts etc. Now It won’t activate until I click inside even though it show that it is open and ready to go. Can’t seem to find a workaround for that if there is a setting I’m missing.

It's been like this for years, and I think CS6 was the last version that didn't require clicking in the interface to make keyboard shortcuts work. (I'm on Windows BTW)

It only happens with the first image, and with a freshly started PS, but it's still very annoying.

The same thing happens in InDesign.
