puppet warp erases what is hidden by a mask

When I use the puppet warp tool on a layer that has a layer mask assocaited with it. When I commit the warp, everything on the layer hidden by the layer mask is erased/deleted from the layer.  I believe this is happening with other transformation tools but I have not yet confirmed it.

From my testing Photoshop is erasing masked areas when first pin is placed. But only in active or current document, when using Smart Object original photo is preserved. Photoshop 24.3.0 release on Win.
