Question about flip horizontal in view menu

Is there a way to change the functionality of 'flip horizontal' to the axis of using 'flip canvas horizontal'?

I am using cc2019. These two reversal functions operate on the same axis.

I don't know the exact time, but the axes of these two functions have not been the same recently.

Is there a way to get this function back to the state of cc2019?
