I have been trying to install some add-in's and as I was searching for the correct location, I came across a directory under:
C:\Program Files\Adobe\Adobe Photoshop 2020
that seems to be related to PhotoshopPrefsManager.exe
The directory has a name that is one single Unicode character, which the Unicode character finder tells me is:
U+534D : CJK UNIFIED IDEOGRAPH-534D
I am attaching a screenshot of Windows Explorer's view of the character.
Underneath this directory is another "Adobe" directory that was a file called:
PhotoshopPrefsManager-20200122-220640.log
which I have also attached.
The single directory name appears to be a hate symbol (which I cannot name in the message body or this website will reject my post). Was this directory created by Adobe, or the PhotoshopPrefsManager.exe?

Trivia: the ancient Buddhist symbol faces counter-clockwise to the left, while the "opposite" symbol used by those who shall go nameless in this forum was reversed and faces clockwise to the right.

You might want to check for viruses and malware. What is the download in your second attachment?
