"Consolidate All Here" option is disabled

I'm having multiple documents arranged side by side, but can't consolidate one of them to occupy the whole screen, as I used to. The "Consolidate All Here" option is now disabled for some reason.

 

How do I turn it back on again?

Same problem here with the latest Photoshop update installed!

The "Consolidate All Here" option is grayed out!
