"Could not complete request due to program error"

Hello all! I know theres responses to this issue already but none have worked for me.

This error appears every time I try to open a project (new or pre-existing) or close photoshop. To close the program I need to use task manager and force it to shut down. This happens every single time I use photoshop. When I really need to open it, I have to uninstall photoshop, remove all downloaded brushes, and open it as a fresh, blank program - it works, until I close it again, and the issue persists.
Again, I have been dealing with this for MONTHS. All my drivers are up to date and the only issue is photoshop. 

Adobe has tried to help me with this multiple times before but all they do is take remote control of my pc and update my drivers, which I am now 10000% making sure are up to date when I get this error message. 

I kid you not, this issue is so frustrating I could cry. Help would be much appreciated

Windows 11
Running NIVIDIA GEforce game ready driver version 537.58 (latest)
Photoshop version 25.0 (latest)
