How I found the bug. Follow these steps:
1. Create a rectangle
2. Add a color overlay
3. Double-Click on color overlay
4. Click on the color in the Color Overlay screen
This brings up the eyedropper tool. Here are the settings:
- Sample Size: Point Sample
- Sample: All Layers
- Show Sampling Ring is checked or unchecked. Doesn't matter.
"Could not use the eye dropper tool because of a Program Error." OK and Learn How to Fix.
None of the suggestions fixed the problem.

It’s a known issue. Some say it’s fixed in the non-beta 25.5 which some say has been released but I have yet to see it in my Creative Cloud App update manager. I installed the Beta version of Photoshop and it doesn’t have the same problem.
