"Neural filters has exceeded the timeout limit" error. Any other workaround than to restart?

When using harmonization filter more than about 3 times during my editing sessions, PS pauses several seconds and then shows "neural filters has exceeded the timeout limit".  Neural filters will then not launch at all and pauses the machine. I have not found a workaround other than to shut down PS and restart it. 

I don't believe it's memory as I have 64GB and efficiency stays high.  It's a WIN10 machine.  Thanks in advance for any suggestions.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Same problem too!!! All systems freeze for a few seconds after the pop-up message. Every time I try to use the same layer with the neural filter "Harmonization" (even for the slightest move) the message pops up again and again. Please fix it!!!

same problem here.  The filters were working fine until I installed the Beta for the Photo Restoration. I used the filter, then closed the file.  Opened another image and now I can't use any of the filters, just get the "timeout" popup message.
