"Neural Filters loading" but never actually load on Photoshop 2021 (macOS)

Runing the latest version of Adobe CC on a 2021 M1 Pro 14" MBP.  After doing a clean install, of everything, when i open an image in Photoshop (either from LrC or directly in Photoshop) and go to Neural Filters, it shows "Neural Filters Loading" and a spinning ball, but they never load.

 

Thoughts/Suggestions?

The neural filter issue got fixed on the latest versions. Would you mind updating Photoshop to the latest version?

To update Photoshop to 23.5, click "Update" in the Creative Cloud desktop app next to Photoshop.

LATEST

This WAS the latest version.  What I wound up having to do was a complete renstall of macOS Monterey.
