"Save As" drop down-window doesn't show folders (Windows 10)

Hello,

I have been using Photoshop CC 2024 for about a month on Windows 10 - Bitdefender AV. Everything was working fine but now when I Save As, the drop-down window shows up blank. 

I checked the community but found the suggestions confusing and contradictory. 

My File Saving Options are below. It does not matter if Save As to Original Folder or Enable Legacy are checked off or not.  

No such problem when Saving for the web.
