What settings do you have for RAM allocation in Preferences > Performance? Photoshop will always use the RAM it is allocated. 50-80% of 32GB sounds normal. Pixel editing uses a large amount of memory and scratch disk space. Less RAM use will just mean more scratch disk swapping.
