Random coloured horizontal lines appearing suddenly appearing on my images

I'm not sure why is this happening but random lines is appearing on my images after I have edited it and saved the files, even saving it using PSD or jpg.

I'm not sure why it's happening. See the photos with the lined highlighted.

Could you please post a screenshot taken at View > 100% with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible of the affected region of the layered image, not the jpg?

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue in the layered file?
