I suspect you have more than one card in your system. See step 7 here to set your AMD as the High Performance option: https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html#DisableGraphicsProcessor
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
