I recently used a Sandisk recovery software to recover deleted RAF files from a memory card. The recovered photo files can be viewed/seen in Explorer but not in ACR (photo file is all black).
What you see in Explorer is the embedded jpeg preview. That's just a very small part of the file, not the full raw data. The jpeg may be fine while the main file is damaged.

Have you tried with software listed on Fujifilm site https://fujifilm-dsc.com/en-int/manual/x-h1/technical_notes/software/index.html to convert recovered file to lets say TIFF or DNG or whatever format they offer just to ensure that file is sucesfully recovered.

I tried the Fujifilm Raw converter but it also cannot read the file.

If there is a jpeg embedded file in the recovered photo file can ACR not read it? The recovery software also saved a tif file together with the RAW file but it also could not be viewed in ACR or Photoshop.
