Hello,
As you can see from the image below I am able to create image #2 from a full-color photo in image #1.
I want to replace the color white in image #3 with a gray color (808080 hex).
The final image should be 2 colors (black - '000000'x for the lines and gray - '808080'x).
How can I do this in Photoshop CC 2018?

Lots of ways. You need to, at least make a selection of the dog's outline. Create a solid color fill layer with the color you want (808080), and place it below the line drawing layer. Add a layer mask, and have mask out the background - if you want the bg white, and not the 808080. Then change the line drawings layer's blend mode to multiply.
