Resize stops working

Please fix the issue with resizing.  It will just randomly, and all too frequently, stop working!!  I've tried all the suggestions here to "fix it" but the only thing that works is to have to exit out of PS all together.  Major PIA and time waster!!  I'm running the newest version, have a paid monthly service and PS is up to date. Windows 11.   This SIMPLE function should work without this frequent hassle!!  Please FIX this.
