Resizing image without losing proportion

I have an image (7.21x11 inches in proportion).

How do I change this to 8.5x11 inches and still keep the image in proportion.

 

If I change it now to 8.5x11 (by unchecking the aspect ratio) the image of the person is now too wide.

You can't. It's either crop, or blank sides. That's not Photoshop, that's geometry.

 

Unless you want to fake it with content-aware fill/scale.

Thanks for your prompt replay. 

 

I came to a similar conclusion later on, after fiddling about with PS.

 

Content-aware might work, too. 

 

In the meantime, I can live with a white border.
