Rotate View tool does not work.

Photoshop, as of version 23.5, for Windows (Windows Feature Experience Pack 120.2212.4180.0), the Rotate View Tool stopped working.

Is your GPU up to the task? 

What are your Photoshop > Preferences > Performance > Graphics Processor Settings?

Yes, GPU configured and working normally.

The problem arose from version 23.5.

I went back to version 23.4.2, on the same PC and it's running smoothly.
