I am a Digital Media teacher. I really like to have my students save their work on the cloud because the computers are not theirs and there is always a chance a computer may be wiped for performance issues or updates.
For some reason about 40% of my students are unable to save their documents to the cloud. It is seemingly random but I suspect it may have to do with what computer they are sitting at as some consistently do not allow cloud saving. Photoshop is up to date on all of the machines in my lab, but I still don't understand why cloud saving isn't available to everyone.

Saving JPEG & PNG files won't work with the 'Save to Cloud' workflow. Try saving a PSD/PSB file & it should work. If it still does not work, try this:
In the Creative Cloud Apps Tab, press CMD + OPT + T (macOS) to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go.
Restart the computer.
Launch Creative Cloud again & launch Photoshop from Creative Clo

This should help to recreate the link between Creative Cloud cloud services & Photoshop.
