I am trying to Export - Save For Web (Legacy) and no matter what file type I select it always saves a GIF. I need it in Jpeg form

You have one or more active slice in your image. The slice optimization setting is probably set to GIF. Can you post the PSD for us to help troubleshoot?

Your second image shows one slice. Try deleting it with View menu > Clear Slices
