Saving PSD to PDF changes artwork (Legit Bug?)

Hello all. This one feels to me like a legitimate PS bug to me. See what you think, and please comment accordingly.

I've been working on an album cover. I built and finished the art in PS, as I always have (many album covers under my belt now). DiscMakers, who are printing the CDs for my client, requires art be in PDF format, so I saved out my finished, fully proofed artwork as a PDF as I always do and sent it on its way.

My client just got back to me that the art was wrong. What? We had fully fine-tooth combed the PSD, trading screenshots back and forth as we did so to insure everything was done correctly, and everything was perfect. But, I just looked at the PDFs I sent to DiscMakers, and indeed they are wrong! WTF?

PUT SIMPLY: Saving the PSD to PDF changed the artwork.

I tore into this today, and found out the why of it, but it makes no sense to me at all: everything is fine in PS, and then when I save out a PDF, the art changes (have I made that clear?...).

PROCESS:

When working in PS, I always place a field of #ffffff white as the bottom-most player, so that I don't have to stare at the infernal checkerboard you get if you have no bg layer, like this:

Just cannot work like that, right? Who does??

Because EVERYTHING in the art goes on top of the white layer, there is NEVER any issue with having it down the bottom there. This is a screenshot of the PSD file with the white layer in play:

However, saving out the file as a PDF with the white layer in play nets this change:

Um. There is no white in front of the lower serif on the cursive "f". Saving as a PDF simply 'caused' this alteration.

Turning OFF the white layer that is UNDER ALL OTHER ARTWORK, nets this when I save the file as a PDF:

This should not happen. There is no reason I can figure on for any of the white layer to interfere with layers above it. This is the actual CD art above, but the cover art, where this same name+logo art is used, exhibits the exact same issue. Here's a bit of a screenshot of the PDF for the front cover, showing the same issue:

Thoughts, please.

Is there a way to get this reported to Adobe through this site?

I now have to pay DiscMakers to have the covers and CDs redone, and would like to get some sort of comment from Adobe on this bug.

Thank you in advance for any help or comments.

Cheers,
