Hi there,
I have a repeatable pattern tile. I want to scale it down to make it smaller which I was able to do so but it then it isn't a seamless pattern tile when I've scaled down the pattern. Please help, I can't seem for find the answer I need.

What version of Photoshop and operating system are you using?
How are you resizing the pattern?
Can you provide screenshots to show the before and after?

If you go to Layer > New Fill Layer > Pattern, you get this dialog:
And when you click OK, you get a dialog that allows you to scale and rotate the pattern:

I'm not sure if I'm doing it right because when I scale the pattern it doesn't become a repeat pattern anymore. The original pattern was a repeat pattern tile. Am I doing something wrong?

In your screen shots, the scaled down pattern is still tiled seamlessly. The background layer looks like one instance of the pattern. If your goal is to have a new, smaller pattern, hide the other layers, and scale the image down with Image Size, and Edit > Define Pattern. Be sure not to save the scaled original.
One advantage to doing this is getting finer control on the scaling amount. Image Size lets you scale to fractional percentages, but a scaled Pattern Fill layer is restricted to whole numbers.
