Do I remember that there's a way to scale a whole figure down in size but keep line thickness the same as it was on the original? If so, how do I do it? I just can't seem to remember. Thank you.
If the stroke width has been applied as a Layer Style, then you can select the layer and go to Layer > Layer Styles > Scale Effects... and set it to 100%.

Can you post some screenshot to clarify what you have, its not clear to me what are you trying to do? What line? Stroke or something else? Please include and Layers panel in screenshot. Do you want to scale entire image or only layer content?

Basically, this is how vector data behave. You can't do it with pixel data.
So either you go to Illustrator, or stay within Photoshop's very limited vector capabilities. I think Myra's suggestion is probably about the only way to do this in Photoshop.
But I'd recommend doing this in Illustrator on true vector data.
