How much free space do you have on the selected scratch disk?

6.44 GB free is nowhere near enough space for scratch. Photoshop here opens (no files loaded) with a 5.4GB file and when working with large files will rise to hundreds of GB.

If that is your main 'C' disk, you may also run into issues with Windows.

Clean up temporary files on your disk

If possible move storage files to an external disk

You may be able to use an external disk as scratch depending on how it is formatted, but personally I would move the stored files and free up as much space as possible on the internal drive.

I know and that's my problem!
I've cleaned up temp files, removed apps that i'm not using and reduced memory states.
I do have a USB 3.2 Gen 1 with 128 GB that i want to try to use but i cannot get PH to see that disc.
When i try to change discs - i can see the prompt but my laptop freezes up and then i have to quite the PS app.
