Screen fade in and out

When ever I open Photoshop on my computer the screen starts to fade in and out. When I look in Display in setting the britness slider is fluctualing. This only happens with PS, I use Lightroom and Elements and there is no problem. Anyone had the same issue? BTW my computer is an i7 HP all in one desktop

Try turning off Adaptive Brightness in Windows.
