Scroll Wheel no longer works in Transform scale and rotate number boxes?

Just updated Photoshop.

Previously, you could use the mouse wheel to scale or rotate when in transform mode.

 

How it used to work:

1. Ctrl+t

2. click into the number box for W: or H: so that you could type in a number. (The cursor will now be active in the box)

3. Use scroll wheel to increase or decrease scale.

 

This no longer works. The arrow keys will work but the old behavior was much easier and faster.

Was this removed intentionally or is there a way I can turn this back on?

After investigating, it turns out there is a mouse setting in windows 10 to "Scroll inactive windows when I hover over them"

Turning this on breaks some of the scroll wheel functionality in Photoshop.

I turned it off and everything is back to normal.

 

Thanks for verfying that it should be working.
