First and foremost: kudos on the improvements.
However, in a document that's, say, 5000 pixels high scrolling to the bottom takes around 30 seconds.
.edit: in fact, if you scroll down long enough, it actually starts scrolling back up. What the ...!
So far, I've eliminated my mouse from the equation. I'll test at home too, to see if it's something related to the GFX.
System specs here:
i7-2600 @ 3.4Ghz
Radeon HD 6450
16GB DDR3 Ram
Windows 7
Let me know if specific other details are required, and I'll supply.
(Unless it's my credit card. You can't get my credit card number. Stop asking.)
Note: I had to revert to CC 2014. I can't work without having my scroll work properly.
Cheers!

The panning is horrible and stutters as well. I have reverted back to CC 2014. CC2015 is not usable for me atm.

How do you revert back to CC 2014? Is it possible after you have uninstalled it?

In your creative cloud app:
- Click Apps
- Scroll down to "find additional apps"
- Click the "all apps" triangle
- Select "view previous versions"
- Scroll to Photoshop
- Click the dropdown and select the version you need
You can also use this to re-install whatever you've currently got installed, over your current installation.

Thanks. This workaround works. Hope they fix this soon. Slow scrolling seems to be a recurring problem throughout every new CC version.

You and me both hope so, buddy.
Disabling rulers... I had them enabled because I actually use them, you know :] hehe

Turning off the ruler also worked for me. Thanks! What a weird bug. Do they even test this stuff before release?

The solution is to disable rulers? What if I like working with the rulers, that can't be the official fix to this.

Rolled back to CC 2014 after 2 hours of using new version... Adobe, please fix this problems asap and make CC 2015 usable.

Okay the disabling rulers solution isn't a fix. I could work in CC 2014 just fine with the rulers on, why isn't it working now? Makes no sense, is there a fix planned?

Okay but I'm working in 3D now and its painfully slow. How can I go back to 2014? This release blows.

That's what I did. I'd completely uninstall 2015 to be on the safe side although it does appear that the two can coexist. Once you're ready to reinstall 2014, open up the Creative Cloud app and down where you have your software update/install options, there's a "previous versions" link/filter option. When you hit that, you'll see the previous versions you are authorized for (2014). After it installs, there may be an update selection too but it just updates 2014 and doesn't take you back to 2015, thank goodness.

Yes, they can coexists if you have enough hard drive space. I have CS6, CC, 2015, and 2015 installed on my computer.

I have also reverted back to CC 2014 because panning with the hand tool is much too slow and stuttering in the new version.

I'm having the same problem and, yes, it works better with ruler turned off. Who tests this stuff for Adobe? Oh, right, us-- the customer.

Same issue, this slow scrolling issue makes unworkable with Photoshop CC 2015
