Selection Tool problems

When ever I use a selection tool, brush, eraser, etc. the selection remains white which obviously makes it very hard to see on a white surface or vice versa.  Other uses I know tell me theirs changes from white to black or black to white depending on the photo background.  Any ideas on how to fix this would be greatly appreciated.

Is there a white layer behind the layer you are making the selection on?

In exactly what situation is this happening?  Is it when using a layer Mask?  Or Select & Mask?  Or what?

As Bojan has said, a screen shot of your entire workspace would help.
