Serious Performance Degradation with 23.x.x series.

As the title says, I am facing severe performance issues which manifests primarily as UI lag. 

Selections, changing tools, selecting a layer, take at least one second or more to happen from the moment I click. I have tried all kinds of suggested "voodoo" from Adobe and other sources to no avail.

My system is above average. Other software which is more complex and 3D graphics intensive works like a charm.  Windows 11 Pro, on i7 processor, 32GB RAM, 2070 RTX 8GB VRAM, super-fast and spacious NV Me FireCuda 520 1TB storage. The performance of Photoshop UI for a while now is unacceptable. 

Photoshop does not seem to be using a lot of resources, yet it lags and even hangs.
