Shading will not work

How do i fix my shading, every time i try to color over another color it turns black so i have to just color on a new layer.

If i pick the pen up while coloring and try to color the same color again it turns black.

How do i fix this

What is the Brush Tool’s (or whatever you use) Blend Mode (see Options Bar)?

Have you reset the Tool yet?
