Hello, I was wondering if it is possible to apply shadow/highlights to the whole video in photoshop. Any idea how this can be done?

Which version of Photoshop are you using? Have you tried the steps here: https://helpx.adobe.com/photoshop/using/adjust-shadow-highlight-detail.html

You can create an adjustment layer and apply the effects there as well.
