Okay, I've got an updated Action Set for you. Included is an action for each of the variations:

  • Select Forward Layer (Alt + ])
  • Select Backward Layer (Alt + [)
  • Add Forward Layer (Alt + Shift + ])
  • Add Backward Layer (Alt + Shift + [)
  • Move Forward Layer (Ctrl + ])
  • Move Backward Layer (Ctrl + [)

Download the Action Set: Dropbox - Move One Layer.atn

Works for me just fine. Used it in an action a few days ago. You might want to reset your Photoshop preferences:

Win: Press and hold Ctrl+Alt+Shift immediately after initiating Photoshop's startup. A box will appear asking if you want to continue with the reset, select "yes." If you don't see this, you weren't fast enough...Try again.

Mac: Press and hold Cmd+Opt+Shift then start Photoshop. A box will appear, asking if you want to continue with the reset, select "yes."

Just to be sure, did you see this when you reset?

It could be a keyboard. Do you have another to try? If you can't figure anything out, I've recorded an Action set with the forward step, and another with the backward step. Either play the correct Action in your new action, or duplicate the step needed and drag to the correct position in your new action. Dropbox - Move One Layer.atn

Right off I'm not sure where it is/if it is in the shortcuts. Do you have a new keyboard to try? Is this a European keyboard?

If none of that works, download the action set I linked in my previous reply. Load the action set into Photoshop's actions panel And follow the steps in my previous reply.

Ah ha. Yes, a few others have had problems with the Euro keyboards.

If you need to select three layers back in your action, duplicate the actual back one layer step in my action, then drag the three duplicates to your action.

Edit: Oh, just re-read your reply. You need to add three others to the selection. I just got to my workstatio, so let me add more to that action set and get it back to you.
