Single Layer TIF can't save to JPG directly - Ver. 23.4.1

Pls see the attached image.  I can't  save it to JPG even the image is Background only,  no layer.

Check your channels panel. Do you have any channels in your document other than RGB?

Yes, have a mask channel. 

I can do it at  22.5.6  before  I upgrade to  23.4.1.

After upgrade ,  22.5.6 can't do that too.
