Sky replacement settings problem ( in actions)

I made an action with specific settings to replace the sky for a group of photos. the problem is i dialed the settings I want when recorded the action and when I open the details of the action it showed the settings I dialed. but when I run it it just do the default settings.  which is more noticeable for the lighting opacity and foreground opacity. Obviously I can easily change the opacity but that defeat the purpose of the action. any idea if it's a bug or am I doing something wrong?
