Please post the (relevant part of the) image in question. 

 

Even if Face Aware Liquify (as per @Bojan Živković â€™s advice) should not work out satifactorily Liquify seems the likely solution. 

Just make sure to apply it as a Smart Filter (convert the Layer to a Smart Object if it isn’t one yet before applying the Filter). 

 

Depending on the voluminousness of the cheeks etc. and the lighting it might be useful to additionally use masked Adjustment Layers (Curves, …).
