I've posted artboard issues that I tracked down a combination of graphics drivers and Snipping Tool.
I've also posted that SnippingTool will hand Photoshop, and release it, once closed.
Now I just discovered something else while searching for why my contrl+e wasn't Merging Down. The actual command doesn't even show up in the Keyboard shortcuts. Then, I noticed I had SnippingTool opened. Closed it and voila, ctrl+e works as expected.
Definitely need to explore why SnippingTool affects Photoshop at all.
