So I enabled the smoothing brush to help me with lining but its not showing up

Smoothing (the newer algorithm, anyway) was introduced in CC 2018. Some of your icons and settings look a little different than in my latest copy of Photoshop. ("Brush" is called "Brush Settings," in my copy, e.g.)
