Spot Healing Brush Tool and Dragging layers layers not showing real-time

When I use the Spot Healing Brush Tool over an area, the black out stays there and will not go away unless I A: Click on another layer and back on the layer I'm working on or B: zoom in/out or scroll the image

 

Also, When I use the grab tool to adjust a layer, it does not move in real-time in the work but does show real time in the navigator window. If I Free transform it, it moves the selection fine or if I nudge it, it moves real-time but sliding it around, it's definitely a "no go".

Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?
