I have questions about (stop a file from automatically opening in Adobe Camera Raw,) I also did go to Photoshop > Preferences > Camera Raw and then change the "JPEG and TIFF Handling" settings to "Disable JPEG/TIFF support" which will prevent JPEG and TIFF files from opening in Camera Raw by default however still requires every time I open photoshop it requires open Camera Raw first.

Prefer Adobe Camera Raw for Supported Raw Files

File Handling

Disable

JPEG and TIFF Handling.

WHY STILL NOT STOPPING a file from automatically opening in Adobe Camera Raw, first!!

nyone knows how to fix this?1

I'll restart and hope it will fix this issue!

If it doesn't work right away, restart. That's pretty much standard procedure.

If restarting doesn't help, try resetting the Camera Raw preferences.

Go to Photoshop > Preferences > Camera Raw, then click Camera Raw with the Command key pressed.

Click Yes in the dialog that follows.
