STOP FLOGGING THE CLOUD IN MY WORK FLOW!

Is there any way to TURN OFF Adobe flogging their cloud service every time I try to save a file?  I swear I'm about to drop Photoshop and try one of the others just for this.

Photoshop > Preferences > File Handling > Default File Location > On your computer
