@Derotsmart Since the usual sign-out/sign-in and sync button refreshes haven't worked you may want to try to isolate the problem by creating a brand new Library within the Capture app on your phone, then saving a new asset (even a simple shape or color palette) to that new library; if the new library and its asset sync successfully to Photoshop, you can then try moving the problematic older assets into the new, working library to kickstart their cloud transfer. You should also ensure you are using the same Adobe ID on both apps and double-check on the Creative Cloud assets website that your files have successfully left your phone and are visible in the cloud, as this confirms the failure point is specifically between the cloud and Photoshop.
