is there any way to create an action from a template (got from gumroad)?

I can see files inside smart object, can those images be downloaded?

Would you mind clarifying what sort of action you want to create? The idea of an action is to record a series of steps that can be applied again to other files. Here's more information on actions in general:

Creating actions

If there are images inside of a smart object that you want to access, you can do the following:

1. Select the layer in the Layers panel that contains the smart object
2. Go to Layer > Smart Objects > Convert to Layers (or right-click and select Convert to Layers)
3. Select the layers you want to export
4. Go to File > Export > Export As... (or Layer > Export As... or right-click in the Layers panel and select Export As...)
5. Select the format you want and click Export

You can also double-click on the thumbnail of the smart object in the Layers panel to open it and access the contents from there.
