does anyone know how to do this text effect that they used on the 100 in photoshop or have a video tutorial they could share? I can't find anything online.

You can get something with Transform> Perspective.
Create a Text Layer with the desired text. A condensed font should work well or manually distort the text vertically.
Duplicate the Text Layer (Layer > Duplicate Layer) and rasterize it (Layer > Rasterize > Type). Hide the original.
Draw a Rectangular Marquee from the bottom of the rasterized text up to where you want the horizon line to be, keeping the Marquee close to the pixels.
With the Marquee selection active, choose Edit > Transform> Perspective. Click and drag the lower left handle or lower right handle of the Transform controls toward the side of the document.
While the selection is still active, choose Edit > Transform > Scale and then shift-click-and-drag the lower middle handle up a little bit.
(Jane's approach is better in that it doesn't rasterize anything.)
