Text popup always covers element I'm working on

The new popups in adobe products work fairly well but I have noticed that they tend to cover the element I'm working on, especially the text popup in Photoshop. I have moved it repeatedly but every time I duplicate the layer to try out different fonts etc, the popup seems to insist on being over the one small area where my text is placed. It is making me insane. Would love it if this could be smarter and notice where the element is on the selected layer and automatically have the panel appear somewhere, anywhere, else.

I want to clarify that this does not just happen when I make a new layer. It also happens when I'm just editing the text. It seems a bit inconsistent but repeatedly appears over the text as I am trying out different fonts, even though I keep dragging it away. I took a screen recording but can't attach it here.

@elizabeths61297746 I moved my Contextual Task Bar to the top right of my workspace then pinned it to that location. It keeps it out of my way.
